The ECO4 Scheme, or Energy Company Obligation phase 4, is a UK government initiative aimed at improving home energy efficiency, reducing carbon emissions, and combating fuel poverty. It is funded by the UK’s largest energy companies, who are obligated to provide free grants to eligible households for energy-saving measures.  

The ECO4 scheme focuses on improving the least energy-efficient homes, primarily those with an Energy Performance Certificate (EPC) rating of D, E, F, or G. It runs from April 1, 2022, to March 31, 2026.

ECO 4 SCHEME COVERS

ECO4 covers a range of measures to improve energy efficiency, with a “fabric-first” approach prioritizing insulation. This includes: 
Insulation: Loft insulation, cavity wall insulation, internal solid wall insulation, underfloor insulation, and external wall insulation.
Heating system upgrades: High-efficiency boilers, air source heat pumps, first-time central heating, and electric storage heaters.
Renewable energy installations: Solar panels and heat pumps.
Heating controls: Smart thermostats and other heating control upgrades.
Ventilation assessment and installation: This is compulsory with all grant offers.

Eligibility for ECO4 grants is primarily based on: 
Low EPC rating: Your property must have an EPC rating of D, E, F, or G. Homes with an EPC rating of D or E will be upgraded to at least a C rating, while those with an F or G rating will be upgraded to at least a D rating.
Income-related benefits: You or someone in your household receives qualifying income-related benefits, such as Universal Credit, Income Support, Jobseekers Allowance, or Housing Benefit.
Local Authority Flexible Eligibility (LA Flex): You might be eligible even if you don’t receive qualifying benefits. Eligibility is determined by your local authority based on low income (less than £31,000 annually) or vulnerability criteria, including health conditions exacerbated by cold homes.

It targets both low-income households and those in specific areas, ensuring that those who need it most can benefit from improved insulation and reduced energy bills. The scheme helps tackle fuel poverty and supports the UK’s commitment to reducing carbon emissions.s.

Focus on Insulation: GBIS specifically targets the installation of insulation measures, such as loft, cavity wall, solid wall (internal or external), flat roof, pitched roof, underfloor, solid floor, park home, and room-in-roof insulation. The scheme also provides free ventilation upgrades alongside the insulation measure to ensure proper airflow and prevent issues like damp and mold.
Targeted Homes: The scheme aims to improve the least energy-efficient homes in Great Britain, specifically those with an Energy Performance Certificate (EPC) rating of D, E, F, or G.
Wider Eligibility: GBIS is designed to help a broader range of households than ECO4. Ofgem notes that it supports both low-income and vulnerable households, as well as those in the General Group, including those with a council tax band of A-D in England and A-E in Scotland and Wales.
Reduced Energy Bills: By improving insulation, the scheme aims to help households save an estimated £300 to £400 annually on their energy bills.
Reduced Carbon Footprint: The scheme contributes to the UK’s efforts towards environmental sustainability and the reduction of household carbon footprint.
